Allows restricting the track reference to a certain part of the track.

Attributes:
- fromMileage: mileage of the starting point of the restriction area on the track referenced by the enclosing element (obligatory;
xs:double),
- toMileage: mileage of the end point of the restriction area on the track referenced by the enclosing element (obligatory;
xs:double)
