Attributes:
- endPointValidity: Indicates if the speed limit specified in the enclosing restriction is to be applied until the head of the train (no train delay) or the full train (train delay) has left the section. In ETCS this is usually refered to as Q_FRONT. By default a trainLengthDelay is assumed. (optional;

- Possible values:
- noTrainLengthDelay: The speed limit given in the enclosing speed section is to be applied until the front of the train has left the described section.
- trainLengthDelay: The speed limit of the enclosing speed section is to be applied until the full train has left the section.,
- maxSpeed: new maximum speed in km/h (obligatory;
xs:decimal )
